The ÆRA methodology is freely shared. So is everything needed to implement it — the funding playbook, legal architecture, governance design, physical infrastructure specifications, and the software that runs it.
Sintra is the first chapter. This section documents what it took to build it, and packages that knowledge for anyone starting from scratch — in any city, any jurisdiction, at any scale.
Each workstream is in preparation. Content will be published as it is completed and verified against the Sintra build.
